The harassment continues for Richard Reinheimer while under detention. This time the Human Rights Defenders are with a very reliable source that has offered some insight into the people that have conspired against the Reinheimer family. The Human Rights Tribunal has been very suspicious of the activity going on in Queen Anne’s County. The reactions to the human rights violations have been very guarded and not normal reactions. The conspirators are doing everything they can to shut the Human Rights Tribunal down on this particular case including but not limited to a letter from a lieutenant attempting to interfere with the final judgment.
The Human Rights Defenders suspected something much deeper was going on other than a simple foreclosure or a fabricated resisting arrest charge. There were way too many rules being broken and this particular case and appeared more of a personal thing rather than in the realm of official duties.

Richard Reinheimer was a builder. He had built several properties and completed numerous renovations within Queen Anne’s County, so he was familiar with the nuances of the permit and inspection process and building related codes.
Richard built an enclosed, event services building on an existing slab of an expansive concrete patio. The idea was to rent several of the rooms in the large water-front home as a Bed and Breakfast service and offer “event hosting” (Wedding reception, Meetings. Private Party) within the ballroom. There was no liquor license obtained by the Reinheimers which appears to support that contention they were indeed just looking to rent out the water-front “ball-room” space.
The Reinheimers property was the “buzz” of chamber of commerce and around the local community. The Reinheimers called it a Ballroom.
The source said that Richard was, at first, harassed with fines. It was “fine after fine after fine” with the fines starting in the $500.00 range and escalating from there. Eventually, according to the source, sometime during 2012, Richard’s attorney was given an offer by attorney Christopher Drummond on behalf of the Planning Commission— we assume this because Drummond has been, according to his website, Attorney, Queen Anne’s County Planning Commission since 1988 (link: http://cfdrummondlaw.com/attorneyprofiles.html) The offer was close the business and the fines would be waived. The Reinheimers said no.
A strange incident occurred sometime during 2011 when Richard was approached by Robert Goyena, a prominent businessman that owns Catering by Uptown, a catering and event services business in Beltsville, MD. (http://www.gatheringguide.com/vp/catering-by-uptown-beltsville ) Goyena wanted to convert the Reinheimer home into a business center.
According to the source, Mr. Goyena approached the Reinheimers with an unsolicited offer to buy into their fledgling business. His terms included being put on the deed to the property and 50% ownership of the business with his business name as identity and, lastly, his Catering by Upton would provide exclusive catering services.
The Reinheimers rejected the offer as they perceived it as too one-sided and had no desire to sell. Mr. Goyena was upset. He apparently tries to force his business into existing businesses after being hired as a caterer. (source reveals: may have court case history or jail sentence).
Goyena is described as a no-nonsense businessman that apparently regularly solicits successful businesses that he encounters through his catering service. The source says he may have just been an opportunist looking to exploit the Reinheimers into a questionable deal but he is not the type of person “to walk away”.
Goyena had catered events at the White House but the relationship went bad for some reason and he was forced out and to change his business name.
John Wilson, owner of the Chesapeake Bay Beach Club which is, according to its website: “an exquisite waterfront destination located on Maryland’s prestigious Eastern Shore.” (link: http://www.baybeachclub.com/). Interestingly, it is the same town, Stevens ville, MD, as Richard’s property and offers similar event planning services.
The source has stated a county commissioner informed Richard that Wilson was jealous and upset at the Reinheimers project and its initial success as his own business was slowing down.
Judge Thomas G. Ross, a judge in Queen Anne’s County Circuit Court, 2nd Judicial Circuit (link: http://msa.maryland.gov/msa/mdmanual/31cc/html/msa14170.html) and served as chairman of the Maryland Conference of Circuit Court Judges (link: http://www.myeasternshoremd.com/news/queen_annes_county/article_7a5d224c-ac1f-11e2-b19b-0019bb2963f4.html)
Judge Ross presided over the Reinheimers injunction hearing and ordered the Reinheimers to issue a letter to customers informing them the business is closing as of Sept. 2012. Judge Ross also presided over numerous hearings related to the foreclosure of the property.
Sharon Dobson is a member of the community where the Reinheimer property is located, though she is not a “neighbor”. Ms. Dobson is the owner of Priceless Industries, a concrete business out of Baltimore (link: http://pricelessindustries.com/about-us.html)
Ms. Dobson was appointed to the Queen Anne’s County Planning Commission (link: http://www.qac.org/611/Planning-Commission) in January 2014 and was named “Republican of Year” in 2012 (link: http://www.myeasternshoremd.com/news/article_02b3ced3-8568-5a9b-a2c0-fc314aea30b4.html), so you know she is politically connected.
She is known as a successful fundraiser—Richard in fact attended one of her events in the past, and, according to the source, Ms. Dobson has a reputation of “making people’s lives miserable and threatening people.”
Donald Braden is (or was) Sharon Dobson’s attorney and helped push the case forward for Queen Anne’s County. Can we assume he was brought to the case via a direct invite from Dobson?
Cathy and Dave Nelson, are neighbors to the Reinheimers. Both are former NSA employees that left and, according to the source, do (or did) contract work for NSA. They are chummy with county attorney Joe Stevens (Stephens) who is another attorney that assisted the county with the case against the Reinheimers.
According to the source, the Nelson’s added the personal drama to the case by claiming their interests were being hurt and supporting unsubstantiated claims against the Reinheimers made by the county. There is a reference made that Dave Nelson met with Richard and apologized, articulating regret that the Nelsons had been drawn in or tricked by county officials and pointing out to Richard that the county actions were going to happen whether the Nelsons were involved or not. Steve Arentz was President, Board of County Commissioners, Queen Anne’s County, December 14, 2010 to November 19, 2013, and is now a Member of House Delegates’ (link: http://msa.maryland.gov/msa/mdmanual/06hse/html/msa15407.html). He is cozy with fundraiser Sharon Dobson. He is also an associate of John Wilson.
Exactly how all these people fit together and exactly what roles they played is still being investigated but these are some of the prominent people involved in the Reinheimer controversy that, until now, had remained hidden behind the curtain.
The Human Rights Defenders are concerned that Richard Reinheimer is in danger of losing life or limb because of the constant sanctions placed on him for made up scenarios meaning taking phone privileges and other sanctions with made up accusations by the detention center officers. Richard Reinheimer has been placed in a perfect condition for him to be murdered. If these people will conspire, racketeer, fixed public records, intentionally attack for business advancement or money, manipulate courts records, and a host of other criminal activity, to fear that Richard may be murdered is not a far stretch.
